
The Government’s proposal was discussed first. E.Bat-Uul said a provision that would hold journalists accountable if they defame someone’s name and reputation is too general and not detailed. He also criticized a provision in the draft law that would establish a press council under the president. Bat-Uul noted how the president declared an emergency situation during the disorder of July 1, 2008, allowing only Mongolian National Public Radio and Television to broadcast the events. Bat-Uul urged rejection of the draft law.
Su.Batbold said that the press should be separate from investors and financiers, and that journalists should be free from pressure. He also said the owners of media outlets should be openly named, and that responsible journalism should be practiced.
Then the committee discussed the draft law submitted by President Ts.Elbegdorj.
E.Bat-Uul said it is better than the Government’s proposal because it includes a provision that would allow journalists to conceal their sources.
Su.Batbold said all media investors, owners, and administrators should be publicly identified, and said companies that violate such a provision should be fined between MNT 300,000 and MNT 1 million.
D.Lundeejantsan said that provisions banning the publication or broadcast of material that violates national rights and independence would not hurt press freedom.
Presidential Advisor Ch.Sosormaa noted that the draft law focuses on three areas: legal, public, and the media. She added that the draft would require media outlets to record or archive their broadcasts or publications.
