Minister of Road and Transport Development В.Enkh-Amgalan has introduced a bold project to introduce a raised highway running the length of the Mongolian capital and a French inspired cable car. The USD 800 million projects entitled ‘Sky Circle’ and ‘Cable Car’ reflect the ‘Vision-2050’ policy document and a general plan to develop Ulaanbaatar until up to 2040.

The proposed Sky Circle envisages a four-lane raised highway which will be 6-12 m above the ground. The project will cover much of the capital, including the large Sansar district, the centre and the Sun-Bridge area in the west of the city. It aims to reduce traffic congestion by 46.5 % and air pollution by 20%

However, the projects introduced by Minister B.Enkh-Amgalan have been criticized by public.The reason is simple: the Sky Circle project is initiated by private enterprises and financed independently from the State Budget. The project, therefore, is not being planned or driven by Minister of Road and Transport Development. Why then should Minister B.Enkh-Amgalan introduced the project as his own?
