Political repression in Mongolia reached its climax between 1937 and 1939, under the leadership of Khorloo Choibalsan. Purges affected the whole country, although the main targets were the senior ranks of the Party, the government and the army. The Buddhist clergy suffered most terribly. The number of people killed in the purges is usually estimated to have been between 22,000 and 35,000 people, or about three to four percent of Mongolia’s population at that time.
