Committee on the Budget today voted against amendments to the law on the Human
Development Fund that would permit the monthly HDF allowance of MNT21,000 to be
directly used to repay bank debts of herders, elders and SME businessmen.
However, since the majority fell short of two/thirds, the draft will now be
discussed in Parliament.
