Mongolia imports cigarettes from 30 countries including
Kazakhstan, Ukraine, Russia, South Korea and Singapore. Counterfeit cigarettes
can be imported through small border points where customs inspection work is lax
and uses out-dated systems.

Customs organizations annually gather MNT26.7 billion from alcohol and
cigarette excise taxes. According to the Chief of the General Tax Office,
distortions of MNT56.3 billion were checked in 169 organizations between 2008
and 2010. Tax inspectors confiscate counterfeit goods worth some MNT20 billion
every year including cigarettes and vodka.
