One reason for the lack of progress in setting up a
copper smelter  near the Erdenet Factory,
as resolved by Parliament, is that there has been no agreement among
specialists on what to do with the sulfuric acid that is released during the
refining process.  The more the amount of copper smelted, the more will be the
quantity of the highly toxic chemical sulfur.
