The DP is seeking people’s views before it sets out its development goals so that a Mongol citizen in 2020 will be “healthy, educated and employed, and will enjoy freedom and a safe environment”. Tuvdendorj said there have been political reforms in the last two decades but many people are still poor. The DP will use the nationwide discussions to prepare “a program for economic revolution” between 2012 and 2016.
Sukhbaatar district this year received MNT23.4 billion from the budget and is likely to spend MNT24.3 billion. It has 36,165 households, and a population of 136,891, of whom 677,000 live in ger districts and are a source of noise, air, water and soil pollution. Energy shortfall in the district is as high as 25%.
