The Mongolian Government will make a presentation at the UN Human Right Council on November 23 about the human rights situation in the country. NGOs will make a separate presentation. It is quite likely that the two will show two faces of Mongolia. NGOs said their report will not go through the Government and will be ready before long.

It will include facts and figures to assert that the Mongolian Government is usually neutral on human rights violations and sometimes are against its citizens. It will trace the downward trend in human rights protection in the past 10 years. The presentation will detail many incidents during the July 1 protest and its aftermath to show how the authorities denied citizens their right to be investigated by independent courts and flouted the International Convention against Torture during Interrogation. The Government’s manipulation of information by shutting down all privately owned TV channels will also be mentioned. The National Human Rights Commission has, however, concluded that there was no human rights violation.

There is no information on who will prepare the Government’s presentation. It is likely that the Internal Ministry will play a large role.
