After a review of the progress of the 40,000 Household Apartments project between 2005 and 2009 in Ulaanbaatar, Darkhan and Erdenet cities, the Open Society Institute has concluded that the apartments were priced unrealistically high, while the construction quality was poor. Both are against the avowed principles of the project which aimed at providing citizens with cheap and good apartments. The review also found that apartment prices were doubled during the course of the project while citizens’ purchasing capacity remained at the 2000 level.
