Following our earlier report that there is snow over 70% of the nation’s
territory, there is now information that some roads are closed and animals in Bulgan,
Khuvsgul, Zavkhan, Dornod and Sukhbaatar aimags are not able to pasture. The
main road in Bulgan aimag is among those closed.
Local officials have the following to say about the situation and the measures
being taken.
S.Khaval, Governor of Bayan-Ulgii aimag:
We are well prepared, with 56,000 tons of hay ready, as against Government
orders to prepare 39,000 tons. There is no problem in Ulaankhus, Sagsai and
Altai soums despite the snow earlier. The road in our Bulgan soum has been cleared
after buying a tractor. The central heating system is working normally. But
there are not sufficient ambulances.
M.Oyunbat, Governor of Bulgan aimag:
Conditions are difficult in all soums especially in the western soums of Bayan-Agt,
Saikhan, Mogod and Tushig, which are under 20- 40 cm of snow. Town areas are
under 19 cm of snow and the roads are slippery. The Emergency Commission in the
aimag met on December 8 and a working group headed by the Deputy Chief of the
Emergency Commission is working in soums. The hay reserve will be ready in 5-6
days. There is fear in our southern soums that foot and mouth disease would
spread by animals coming from neighboring aimags.

Department of Zavkhan aimag: The situation in the northern soums including
Bayantes, Tes, Bayankhairkhan, Asgat, Tudevtei and Numrug is difficult and
especially so in Bayantes, where 40% territory
is under 60 cm of snow and the rest under 40-50 cm. Asgat soum is in almost the same condition. A
working group headed by the Deputy Governor is working in soums to decide on
hay reserve allocation after identifying the number of animals. All roads are
open.
L.Batbayar, Chief of the Governor’s
Office in Khovd aimag: State organizations and NGOs are well prepared. We
had a good summer so the animals are well fed. If it does not snow much this
winter would not give us much difficulty. We have prepared 69,600 tons of hay,
13,000 tons more than in 2009. There are two million and 672,000 animals in our
aimag.

Governor’s Office in Arkhangai aimag: We have not had much snow. Our hay
reserve is sufficient.

Dornod aimag: The southern soums of Khalkhgol, Matad, Gurvanzagal and
Bulgan are under 30-40 cm of snow so conditions are difficult. More snow will
be bad. Soum veterinary specialists and herders have held a meeting in the aimag
center to exchange information. Our hay reserve is sufficient because herders
have prepared more than ever in the last two decades. We have spent MNT36
million to prepare a reserve of 1,000 tons of hay.
D.Idermunkh, of the media department of
the Governor’s Office in Khuvsgul aimag: Our northern soums are under 70 cm
of snow. The aimag Emergency Commission has asked for hay to be delivered to
the soums where roads could be later closed. Its workers and local residents
opened closed roads in Ultiin davaa and Tsagaan Burgastain davaa. We have 550
tons of hay and 370 tons of fodder prepared for the three million and 694,000
animals in the aimag.
