No consensus casts doubt on passage of election law

After the first
meeting yesterday of the Standing Committee on State Structure in the present
session of Parliament, its head, O.Enkhtuvshin, met media and answered
questions.



What did you discuss?


We mainly talked about how we shall prepare for the 27 items on the agenda
of the session. These are all draft laws. We have a backlog of 66 draft laws
and resolutions dating from 2005. Of these, seven initiated by MPs and five by
the Government have to be returned for several reasons. Some others may be amalgamated. 


In other cases, the Government has not given its opinion within the stipulated 30
days. In yet others, this opinion is not according to requirement. This creates
problems for us.



What is the status of the Constitution
amendment draft?


This is likely to be submitted at the end of this week after a meeting of
the working group..



Are the parties agreed on the new
Election Law?


There is agreement on some aspects and no agreement on others. It will be
difficult to pass the law without a consensus.



Some MPs want the local election law to
be discussed together with the Election Law to save time. Is it possible?


Saving time is important but I think a joint discussion will not be fair. The
local election is not likely to be held simultaneously with the Parliament
election on 2012 and it would be better for the local election law to be
discussed after we have disposed of the more urgent one.
