The government has approved an up to 15 percent limit in cuts to jobs at ministries, government agencies and the Cabinet secretariat, in Monday's Cabinet meeting.
Through Resolution No.70, Parliament ordered government to reduce the state budget by cutting government structure and positions when it approved the state budget for 2015.
The government has ordered ministers to cut positions by up to 15 percent, instructing them to consider heavy structure in focused units and divisions with only two to four staff members in agencies. Restructuring will also take place for government agencies with more than 100 employees and a vice director, and government agencies with less than 100 employees and no vice director, in the case that there is no affiliated unit or division. Typical units consist of 10 employees.
Qualified administrative staff are not expected to be affected by the job cuts.
Parliament also passed a law on transparency, commonly known as "glass sccount", under the “From Big State to Smart State” policy initiative of President Ts.Elbegdorj. The law will take effect on January 1, 2015. Monday's meeting also discussed how to comply with the new law.
The Finance Ministry will launch a webpage for glass account reporting. The page will feature government and local budget data, purchase plans, and budget plan drafts.
