The second session of the national training on budget management based on
civic participation, themed “Direct Democracy”, organized by the Office of the
President and “Direct Democracy” institute was held in the State House.
Over 1000 representatives of 21 provinces and 330 soums participated in the
event. The Head of the Office of the President P. Tsagaan and the Speaker of
the State Great Khural Z. Enkhbold delivered opening speech.
The President of Mongolia, within the term of his full powers, shall pursue
policies and undertake actions to ensure that at all levels of state, policies
are centered on citizens, and on supporting civic participation and the
training “Direct Democracy” is based on this policy.
“Direct Democracy” gives opportunity to transfer of political, economic and
financial powers to local governments and undertake budget monitoring.
Therefore, the people should be well informed on the new law on Budget, which
is to take effect on January, 1, in 2013.
The Advisor to the President L. Dashdorj, Professor at School of Economic
Studies, National University of Mongolia A. Enkhbat, the Advisor to the
President Ch. Sosormaa, and the Head of Civic participation division of
Ulaanbaatar Citizens” Representative”s Khural B. Battuvshin delivered their
lectures.
After, President Elbegdorj handed over the certificates to the participants of
the training and delivered closing speech of the “Direct Democracy” training.
