
After discussion, MPs voted to send the draft to the relevant standing committees for further discussion.
N.Ganbyamba said it is imperative that the independence of the courts and judges be guaranteed, and he asked for provisions to that effect to be included in the draft.
Standing Committee on Justice Chairman D.Odbayar answered that the draft instructs that judges be appointed in accordance with the Constitution, and the independence of the courts will be guaranteed by the appointment process.
Then MPs discussed a draft law on rules for judges, which was also submitted by the President.
Ts.Batbayar noted that Parliament is urgently discussing the draft laws because of an impending recess. But after discussion of the draft laws, Ts.Batbayar said, MPs could not say that the independence of the courts and judges is guaranteed. He requested MPs to pay considerable attention to these issues.
D.Odbayar stated that a working group on the drafts has been established by Parliament. Also, the State Supreme Court, Prosecutors Office, Advocates Union, and the initiators of the drafts stated their opinions and suggestions for revisions. He added that Parliament has not worked on the drafts with a light heart.
Speaker D.Demberel noted that Parliament is doing all it can to pass laws.
