
The president said it was his position that the resignations should be discussed by Parliament, and after Parliament officially accepts the resignations, the appointment of new ministers should be discussed. He noted that the president and prime minister will not discuss the appointment of new ministers until the resignations are official.
Ts.Elbegdorj also reminded the ministers who have submitted their resignations that they should report on their work because they promised to implement certain measures when Parliament appointed them. He mentioned that there are many unfinished projects, such as power plant and railway construction, and pollution reduction. He added that the President’s Office will deliver a note to Parliament on the resignation issue.
Ts.Elbegdorj said he suggested the prime minister appoint new ministers who are not MPs. But three of the nominees are MPs.
S.Batbold explained that state activity is guided by the Constitution, and the nomination and resignation of ministers is guided by legislation. He said the laws on Parliament and government should be amended to address the issue of MPs holding ministerial posts.
Ts.Elbegdorj said the nominees should be aware of the work of the ministries that they will join, and the activities of the outgoing ministers. He added that the issue could be discussed next week after his return from the Oyutolgoi and Tavantolgoi mining projects.
