The Ulaanbaatar Prosecutors’ Office forwarded its investigation into the events of July 1, 2008 to the Sukhbaatar district’s court on January 2. Ts.Enkhbayar, the father of a young man killed that day, had asked State Prosecutor General D.Dorligjav to reopen the investigation. D.Dorligjav spoke with our correspondent.

Q: The files pertaining to the events July 1 have been forwarded to the court. As someone who has seen the files, can you tell us about them?

A: The matter was marred by negligence. But now there are charges of abuse of power and causing massive damage. But I did not notice many changes in the files despite the new charges. Maybe lawyers would see things differently. While prosecutors say there are enough facts to confirm the matter, there is not concrete evidence.

Q: The newspaper Unuudur says police managing officials did not read the files before they were sent to the court. What about that?

A: I have heard that police managing officials involved in the matter read their files two weeks before forwarding them to the court. Besides, they read the files about six months before they were sent to the court in the first investigation.

Q: Could there be more investigation?

A: Some police employees and officers who performed their duty on July 1 have been convicted under a provision of the Criminal Law. But their cases have been separated from managing officials’ ones. I have heard that their cases have been cancelled. The matter of the managing officials has now been forwarded to court.

Q: MP Kh.Temuujin recently displayed a policeman’s diary and some cartridge cases that were reportedly used during the events. Have you seen the diary from the files?

A: The nearest official who is connected to families of the five people killed on July 1 is MP Kh.Temuujin. He sent some evidence of the matter to the State Prosecutor General in 2008 but the people were pardoned by a court. Besides, police employees’ cases have also been cancelled. But the diary was added to the files after reopening the cases. Police officers stated they fired on demonstrators.
