
Kh.Temuujin mentioned a parliamentary protocol that would require the state to formally apologize for the events of July 1. He noted that the protocol also includes a provision calling for reform of the police, the courts, and the prosecutors’ office. He said such reform was needed to protect human rights.
Kh.Temuujin explained that the protocol would specifically reform intelligence agencies, the Anti-Corruption Authority, the Police Investigation Department, and the State Prosecutors’ General Office. He said that if those organizations aren’t reformed, the truth about the events of July 1 may never be known.
He said reform is also needed because police have destroyed evidence relating to the events, and the courts have been under political pressure. He also said lawyers have been pressured to refrain from pursuing cases related to the events.
Kh.Temuujin showed a policeman’s diary, in which the policeman wrote about the destruction of police guns that were used on July 1, as well as some cartridge cases. He said the cartridges contained live ammunition.
He said that the diary contained the names of the police officials who ordered police to open fire on the demonstrators.
He said he regretted that Parliament has rejected the protocol. He also named Mineral Resources and Energy Minister D.Zorigt and MP Ts.Munkh-Orgil as the main forces behind its defeat in Parliament.
Kh.Temuujin also said that some policemen who were injured on July 1 could not receive compensation because the state has not allocated money for it.
