
Kh.Temuujin announced the press conference because of a recent decision in Parliament. The Standing Committee on Justice and the Sub-council of Human Rights submitted a protocol saying the state should formally apologize for the events of July 1, 2008, when police opened fire on protesters. Altogether five people were killed in the incident.
The protocol says four people were shot and killed by police, while another person who was handcuffed in the MPRP headquarters died of carbon monoxide poisoning. The protocol says the tragic situation was the result of police action, so the state of Mongolia should apologize to its citizens for failing to protect them. It calls for the president to apologize on behalf of the state.
But Parliament rejected the protocol. Some MPs said they did not believe it was necessary for the state to apologize.
