
The draft law says that 19 of the 76 MPs must request the prime minister’s resignation for the matter to be discussed in parliament. This concurs with the Constitution.
Nine MPs have submitted their request for Prime Minister S.Batbold’s resignation to parliament, raising thorny legal issues. Ts.Batbayar, one of the MPs who has requested the prime minister’s resignation, demanded to know why Kh.Temuujin and J.Sukhbaatar submitted the draft. Kh.Temuujin and J.Sukhbaatar said they prepared the draft law because the current law on parliament is ambiguous.
E.Bat-Uul said the MPs who have requested the prime minister’s resignation cannot press the matter in parliament since they number fewer than 19. But the Speaker has accepted the issue and sent it to the Standing Committee on State Structure. E.Bat-Uul said that means the Speaker has violated the law. Bat-Uul suggested that if the draft law passes, it will take effect with the next parliament.
