Tuguldur Tuulkhangai finished first in the 122-km 13th stage in 3hr 43.16 minutes. His total time of 41:14.56 over 13 stages allowed him to steal the yellow jersey from Vietnamese Le Van Duan. Tuulkhangai”s success played a key role in boosting his team to top the overall team rankings with a combined time of 123:49.09.
