The draft law proposes grouping herders and having them own land where they live in the winter and spring. But pasture land varies by aimag. MPs supported R.Bud’s proposal that herders be included in the discussion.
N.Ganbyamba said that not one of the 76 MPs knows about pasture land. Therefore, he said, MPs should hear the opinions of herders, who know and understand pasture land.
B.Bat-Erdene stated that Parliament should take up the issue after hearing from the herders. The law will regulate herders, he said, so Parliament should pay attention to their opinions.
