The Minister for Food, Agriculture and Light Industry will head a working group to implement the Khalkh River project. After the President had some time ago pressed for development of eastern Mongolia, a master plan to restore and develop agriculture in the Khalkh River region was developed by KOICA and the group will monitor its implementation.

The master plan calls for 18 development programs in five sectors: environment, infrastructure, agriculture, intensive animal husbandry and establishing agri-based industry. More crops and vegetables will be grown on 170,000 acres of land, and flour mills and dairy plants established. A model animal husbandry and agricultural complex will be built with South Korean funds.

Related Ministries will prepare the implementation schedule and submit a report every January. The project will help the eastern region of Mongolia develop into a non-climate dependent agricultural area with environmentally friendly technology. Soya bean, corn, sunflowers and other cash crops will be grown. Bee keeping will be developed. As of now only 12 percent of the 39,500 acres of land in the Khalkh River soum is used for cultivation.
