China advances toward green development

China advances toward green development

Ambassador Extraordinary and Plenipotentiary of the People’s Republic of China to Mongolia Shen Minjuan

Before Tsagaan Sar, I dropped by the home of Enkhsaikhan, a ger resident in Chingeltei District and who just received a new solar heating facility with support of the Global Development and South-South Cooperation Fund of China. The facility brought warmer, cleaner and more comfortable living conditions for the household living in the ger district. And Enkhsaikhan is not alone. Together with the UNDP, China will help more than 500 Mongolian households install their solar facilities, bringing bluer skies and fresher air to Ulaanbaatar, one example of how China’s green energy transition benefits the world.

Green is the defining color of China’s high-quality development and a characteristic of the Chinese modernization. Guided by the Xi Jinping Thought on Ecological Civilization, China has firmly established and practiced the principle that lucid waters and lush mountains are invaluable assets. We are committed to pursuing high-quality development that prioritizes ecological conservation and green, low-carbon growth, advancing a comprehensive green transformation of economic and social development. In this way, we are building a beautiful China while contributing China’s wisdom and solutions to global ecological governance.

China has made notable progress in the battle to defend blue skies, clear waters and clean land, with unprecedented efforts in ecological protection and restoration. During the 14th Five-Year Plan period, China’s PM2.5 concentration dropped by 20% in total. Black and odorous water bodies in cities and large rural areas have been eliminated. 53% of treatable desertified land has been rehabilitated. One quarter of the world’s newly added green areas are found in China. A number of major ecological protection and restoration projects have also been implemented smoothly. In November 2024, China completed a 3,046-kilometer forest-and-grass belt encircling the Taklimakan Desert, the largest desert in China, forming the world’s longest ecological barrier around a desert.

China attaches great importance to international cooperation in combating desertification. Under the strategic guidance of the two heads of state, the China-Mongolia Desertification Prevention and Control Cooperation Center is making steady progress. China stands ready to share its ideas and best practices with Mongolia, support Mongolia in hosting COP17, and work together to ensure that the green grows over sand.

China is accelerating the green transformation of economic and social development across the board. We have established the world’s most comprehensive policy framework for carbon reduction and the largest renewable energy system. Installed capacity of renewable energy accounts for over 60% of the national total. China continues to advance green technological innovation, push forward energy-saving and carbon-reduction upgrades, promote circular economy development, and accelerate the green upgrading of traditional industries. We have built the world’s largest and most complete green and low-carbon industrial system. The green and low-carbon industries in China values over RMB 11 trillion, and green growth has become a new driver of development.

China also provides support and services to other countries, especially the Global South, enhancing the accessibility and affordability of clean energy technologies. Over the past decade, China has helped bring down the global costs of photovoltaic and wind power generation by over 80% and 60% respectively. During the 14th Five-Year Plan period, China’s PV and wind power product export has help reduced carbon emissions by about 4.1 billion tones in total, enabling many developing countries to avoid the traditional path of treatment after pollution.

China has integrated its own green and low-carbon transition into the global climate governance and was the first to announce the goals of peaking carbon emissions before 2030 and achieving carbon neutrality before 2060. In September 2025, the 10th anniversary of the Paris Agreement, President Xi Jinping announced that by 2035, China will reduce net greenhouse gas emissions by 7% to 10% from peak levels and increase the share of non-fossil fuels in total energy consumption to over 30%, injecting certainty and impetus into global climate governance with growing nationally determined contributions.

Last May, I attended the launch ceremony of Supporting Climate Adaptation in Mongolia Project funded by the Global Development and South-South Cooperation Fund of China. As the first climate adaptation project supported by China in Northeast Asia, it will help strengthen Mongolia’s early warning capacity for climate change and enhance the resilience of herders, contributing to better sustainable development for Mongolia.

Next week, China will hold the annual “Two Sessions” to deliberate the 15th Five-Year Plan, further defining the goals and tasks for economic and social development in the next five years and providing an action guideline for continuing China’s green transition. There is only one Earth for humanity and all countries share one world. As a responsible major country, China will continue to deepen green cooperation with all countries, share green technologies, and jointly build ecological barriers, making new and greater contributions to building a community with a shared future for humanity and a clean and beautiful world.
