The Government of Mongolia proposed a comprehensive legal reform to enact the “Selbe 20 minute city” concept as part of the Urban and Rural Revival framework. An open selection process for private-sector companies interested in implementing projects in the public zones of the “Selbe 20 minute city” was announced today (January 16, 2026).

The project will be implemented across a total area of 158 hectares. It is a major urban development initiative that will create a comprehensive city environment comprising 8,575 residential units, along with commercial, service, cultural, and business facilities. The Selbe city is expected to accommodate 45,000–50,000 permanent residents. According to estimates, the area will see an average daily flow of around 250,000 people, forming a new economic ecosystem.

As of today, overall project implementation stands at around 21 percent. The project consists of three main components: social services, commercial and service facilities, and public spaces.

Currently, the area has three schools and two kindergartens. Plans are underway to add three more schools and five additional kindergartens.
