The Government of Mongolia sets an annual quota for the number of foreign workers quota employed by both local companies and foreign firms operating in the country. As of 31 October, nearly 9500 foreign employees were registered as working in Mongolia. The government has announced that it is planning to cut the foreign labour force by 50 percent by 2020.

In 2018, the percentage of foreign labour, including specialists, in legal entities operating in those sectors which have been exempted by the government from the reduction measures, is estimated to be 5% of the total number of the employees.
