The first ever deliberative polling event on Mongolian constitutional reform was held over the weekend (29th-30th of April) at State House. The two-day event did not make any decisions on Constitution reform, but, rather, provided various recommendations. A total of 740 randomly selected delegates participated in the event.
Maintaining the balance of monitoring of power between the Mongolian Parliament and Cabinet
Strengthening national unity: in particular, focusing on the authority of the President.
Consolidating the structure of local administration.
Developing a professional and independent civil service.
Improving the legal structure: strengthening the judiciary and the responsibility of government
That the Mongolian Parliament should consist two chambers; namely, the State Great Khural and State Congress
The concept of 'deliberative polling' was first outlined by Prof. James S.Fiskin of Stanford University in 1988. It consists of a totally random selection of citizens from all sectors of society being brought together and engaged in the discussion and deliberation on issues of proposed policy or other matters of national importance. The aim, is to help professional politicians and lawmakers make more informed decisions.
