In recent years, the number of fatalities from accidents and disasters has been increasing in Mongolia due to climate change and human error. This winter, for example, has seen deaths as a result of cold weather. Mongolia's National Emergency Management Agency (NEMA) has responded to this problem by starting a programme to train dogs for rescue operations. The Mongolian parliament approved passed the legislation on establishing the NEMA canine rescue team and providing  financing to State budget.

Mongolia, however, is not just thinking about domestic disasters, but being able to help globally when tsunamis, earthquakes or other disasters strike. NEMA, therefore, aims to have a medium level international-response unit by 2018 and forming the rescue dog team is one of the required international criteria.
