The State Secretary of the Ministry of Foreign Affairs and Trade, D.Tsogtbaatar, has been using his visit to the USA to meet with officials at the State Department, public institutes and research centers to get an idea of what awaits Mongolia as it assumes the chair of the Association of Democratic Countries (ADC) and runs it between 2011 and 2013. Among those he has already met are the Advisor to the U.S. Secretary of State on ADC matters, Tomaika Tilmany, the President of US National Foundation for Democracy, Karl Gershman, and the Senior Advisor of Open Society, M.Halpren.

Tsogtbaatar told them that Mongolia takes its responsibilities seriously and would try its best, with cooperation from other member countries, to strengthen democracy in the world. He listed what Mongolia sees as priority areas to achieve the goal, which include spread of education in democratic values, strengthening of civil organizations in society, and stress on regional cooperation. He noted the suggestions offered. These include early ratification of a protocol of the UN General Assembly, and setting up working groups to spread the ADC message.

Tsogtbaatar also addressed the annual meeting of the North American and Mongolian Business Council on April 27.
