NDIC Chief Ch.Khashchuluun said there should be regular exchange of views so that the legal requirement that a Ministry will set out the policy and the NDIC prepare the plan to realize it. For instance, the NDIC estimate that the mining sector needed 40,000 workers was rejected by the Ministry of Education, Culture and Science as this could not be reflected in its work plan. He added that the NDIC has submitted to the Government a draft law identifying parameters of its relations with Ministries.
Some members criticized the way the NDIC worked. Batj.Batbayar said its only job was to request funds. He wanted it to act like the earlier Economic Projects Committee and if could not do so, it should be dismissed.
The Standing Committee also discussed drafts laws submitted by D.Gankhuyag and D.Terbishdagva on ensuring that foreign investment in strategic deposits did not endanger national security, and on state registration of entities. Members approved further discussion on both and suggested some changes.
