President Ts.Elbegdorj’s address at the opening of Parliament’s spring session called upon MPs to quickly decide on issues such as the election law, structure of political parties, payment of constituency allowance to MPs, and grant of MNT 0 million to draft better laws. Some MPs comment on the above subjects.



S.Lambaa: I support the proportional representation system, or mixed system is better. Having parties without members is also right. Since teachers and doctors are no longer party members, only the unemployed and herders are party members. As for the constituency allowance of MNT1 billion, and MNT20 million for each approved law, I support the idea to reject both.



S.Oyun: the proportional system would be right for us. I also support having political parties without membership. This way, the public will not be divided. It would be better for the citizens to vote for the party with better campaigning. It is not right to call the regional investment money MP’s money.



Ts.Batbayar: I prefer the 76 small constituencies electing the candidate with the majority votes. Parties must have members. As for the MNT 76 billion, the MPs don’t use the money for themselves but spend it on something in their areas. It is good.



Su.Batbold: I prefer the proportional system. I am included in the working group to amend the election law. But a proportional system must have parties with members.  MPs did not receive the MNT 76 billion this year. They may get a smaller amount. It is a good way to distribute funds equally to regions. This can be stopped if regional authorities are given more money to spend. As for the MNT20 million for good laws, the amount may be reduced but we need to pay for professional assistance.



R.Gonchigdorj: I support the proportional system. As for party membership issue, the State Constitution gives people the right to unite of their own free will. How can we stop them from joining a party? Making a good law requires professional assistance and that costs money.  Bad drafts result in bad laws.
