The powers of the Mongolian President would be reduced if the ongoing constitutional reform is backed. The issue was discussed during a conference at the Mongolian State University (MSU) on 24 October. The conference was organised by the Political Department of MSU in cooperation with the Konrad Adenauer Foundation.

The 76-member Great State Hural is described in the constitution as “the highest organ of state power” with exclusive legislative authority.

Mongolia’s current constitution was adopted in 1992 and was amended in 1999 and 2001. It specifies that amendments can be made through a two-step process. Proposed amendments are submitted to the legislature by the Constitutional Court.  If supported by at least two-thirds of the legislature, the proposed amendment is voted on in a national referendum.

On 29 and 30 April, 2017, Mongolia held a “deliberative polling” event to discuss constitutional reform. This was run with support from US academics.

Currently, the country has a president from the Democratic Party and a legislature which is dominated by the rival Mongolian People’s Party
