Some provisions in the rules governing the distribution
of monetary allowances from the Human Development Fund have been amended. The
money will now be paid to citizens 
through aimag and district social welfare organizations; students’ fees will
be paid into the state education account; health insurance allowances twill be
deposited in the health insurance accounts of aimags and district health
organizations in Ulaanbaatar.

Citizens forgoing the cash allowance in favor of settlement
of bank loans, or health service charges, or to meet costs of equipment, will have
to write to the HDF which will then transfer the money to the relevant organizations’
account.

Payment of HDF allowances has increased the work load in
the social welfare sector. It has been decided to appoint 5 new employees to
the state administration central organization and 77 employees to the city,
aimag and districts’ social welfare service organizations.
