Several MPs have submitted a protocol to Speaker D.Demberel asking him to ensure that decisions already taken by Parliament are followed before implementation of the Oyu Tolgoi agreement can start on April 6. The signatories to the protocol are led by the Head of the Standing Committee on Security and Foreign Policy, Z.Enkhbold, and N.Batbayar, and include D.Gankhuyag, Z.Altai, N.Batbayar, G.Bayarsaikhan, E.Munkh-Ochir, D.Odkhuu, Sh.Saikhansambuu, D.Enkhbat and B.Bat-Erdene.

The MPs say the agreement cannot be allowed to go ahead as it contradicts provisions in several laws, including the Mineral Law. They also reject the way the feasibility study was finally approved. Besides, Parliament had directed the Government to receive an amount as advance payment of tax but the USD250 million the State has received is actually a loan which has to be repaid with five percent annual interest. The MPs also believe the decision of then Prime Minister S.Bayar to increase the Government shareholding to no less than 50 percent has not been implemented.
