A two-day international symposium on
the 1913 Treaty between Mongolia and Tibet was held in Ulaanbaatar on October 13
– 14. The event was organized by the editorial board of Independence, the
journal of the National Intelligence Academy of Mongolia, and was attended by
27 experts from Mongolia, India, the USA, South Korea, Russia, Canada, Taiwan,
Japan, Holland and Germany.

They present the results of their research on the events leading to signing of the
Treaty of Friendship and Alliance between Mongolia and Tibet and all the
related political and security issues of that time and the attitude of foreign
countries.

The highlight of the six sessions included
opening remarks from  A. Tuvshintugs,
editor in chief of Independence, and  Kalsang Gyaltsen, member of Tibet’s
Parliament-in-Exile, Sergius L Kuzmin”s talk on the treaty as a valid international
document, Michael van Walt van Praag’s paper,“Reflections on the nature of the treaty”,
and Udo Barmann’s talk on “Sovereignty of State and the Mongolia-Tibetan
Treaty”.

In a statement the Government of
Mongolia said it was not involved in any way in the symposium, nor did it have any
position on the issue.
