The regular Government meeting on Wednesday decided to charge coal
miners MNT1 for every kilo of coal extracted and sold unprocessed. The money
received will be used to reduce air pollution. Any user of chemicals,
individuals and economic entities alike, will also have to pay a tax at a rate dependent
on its polluting effect. This will be divided into three categories, and the rate
will be MNT10-MNT30.
These chemicals will include those in paints, lacquer, thinners, dry cleaning
solutions, printing ink, equipment cleaning substances, leather processing,
medicines, mineral resources processing and enrichers. Mongolia annually imports
more than 3 million liters of such chemicals and the fee could provide MNT60
million to the Clean Air Fund. The meeting also approved guidelines for how the
Clean Air Fund will be regulated, and Minister of Nature, Environment and
Tourism L.Gansukh was asked to report on constitution of a managing council to
Prime Minister S.Batbold in October.
