Official
sources such as The Embassy of Mongolia in London, The National Security
Council and The Ministry of Foreign Affairs would neither deny or confirm the reported
arrest in London of B.Khurts, Chief of Administration at the National Security
Council. Ever since Baabar wrote a week ago about the arrest on September 17, rumors
have been flying thick and fast, but there is almost total absence of any
verifiable fact. Baabar wrote that Khurts had been involved in the abduction of
Mongolian citizen D.Enkhbat in France years ago, in connection with the 1997
murder of S.Zorig.  Several Mongolian diplomats
in Germany, France and Belgium had at that time returned home after being
warned that they had broken the host countries’ laws and human rights.

There is also speculation that Khurts has been arrested because of his previous
record of work in the Central Intelligence Service (CIS) or that this is the
result of an investigation against him by the Anti-Corruption Authority (ACA).
It is not clear who arrested him, or if the Mongolian police had sought the
help of British Police or Interpol. Whatever the truth of the matter, it is
remarkable that there is no official statement even ten days after the reported
arrest abroad of an important Mongolian state official. The Chief of the
Consular Service at the Ministry of Foreign Affairs, Ch.Gankhuyag, yesterday said
they would call the London Embassy when the day began there, but later the
Press Department of the Ministry said they still did not have any official
information.

Khurts
was an administrative official for CIS, and then the MIAT Representative in
Seoul. His colleagues talk about his skills and competence. He also runs the
beauty salon Sarnai-X and has his own construction company. He was investigated
by ACA on charges relating to his work in Seoul but nothing was proved.

If Khurts was indeed arrested for his role in the abduction of D.Enkhbat, at a
time when the MPRP was in power, it is surprising that a man working under
instruction should be held responsible and not those who used him to do their
bidding.
