Minister defends equal raise for all state employees

Minister of Social Welfare and Labor T.Gandhi met media
yesterday after the regular Government meeting had discussed the final
notification of the 30% raise of state officials’ wages, pensions and
allowances. All state officials will have a net increase of 30%. Disputing the
figures given by the leader of the Confederation of Trade Unions, S. Ganbaatar,
she said the average salary of employees at state offices was MNT323,000, and
not MNT500,000. The average for administrative officials is MNT336,700, for
state service officials MNT321,300 and for state special officials MNT310,000.
Following the raise, these will be MNT437,700, MNT471,700 and MNT 403,900
respectively.
Minister Gandhi then answered journalists’ questions.

Did the Government discuss the Trade
Union demand for a higher raise for state service officials?
We have not received any such demand. Labor productivity has direct links
to wages and so there is no ground to support the demand if it is made. An
equal raise is fair. While it is true that the lower level employees’ average
wages are less than others’, their minimum wages are MNT145,134 and will be MNT
188,674 in October, both much higher than what the Trade Union said.

How
would you raise pension, which are paid in many different ways?
The
minimum amount of complete pension is MNT81,000 and will be raised to
MNT105,300. All other categories will see a proportional raise.  So equal pension will reach from MNT54,000 to
MNT70,200 and average pension from MNT96,600 to MNT125,500.

Did
the meeting consider the issue of transferring the amount of the Motherland
Allowance to people’s pension accounts?


We do have people who cannot claim adequate
pension because they did not work long enough or did not contribute enough. It
will be good if the allowance money is used to increase what they receive monthly.
This could help them get the scheduled pension for minimum wages of MNT108,000.
Those who get complete pension would also benefit if the allowance is added to
their pension calculation. But much work will have to be done before we can
issue the regulations.
