E.Munkh-Ochir, head of Parliament’s
Sub-Committee on Special Monitoring, answered questions after its meeting
on Monday.

What
did you discuss?

We talked about the
operations of six organizations.

Didn’t
you talk about the letter from Parliament’s Standing Committee on Legislation about
the case of the Anti-Corruption Authority (ACA) officials?

We receive many letters from
citizens and standing committees. We shall read them in good time and decide
what action needed to be taken on which.

The
Head of the Standing Committee said the case is very important and action by the
sub-committee was an urgent necessity. But you say you did not discuss it.

We shall answers all letters
we receive according to law.

Is
the sub-committee deliberately delaying progress in the case?

No. There is no legal
compulsion for us to reply to any letter within a fixed period. We shall do
everything according to the law.

Will
you meet again soon to take a decision on this matter?

The sub-committee does not take
a decision on any matter. We shall give our answer to certain officials after reviewing
the work of six organizations.

Are
people right to blame Parliament for failing to act in the case?

I don’t think there was any
failure as such. The Standing Committee on Legislation started discussing the matter
within 14 days as indicated in law. It met three times but failed to take a
decision on the State Prosecutor General’s request for the dismissal of the ACA
director, Ch.Sangaragchaa, and vice-director D.Sunduisuren. The Sub-Committee on
Special Monitoring also discussed it, but it did not have to take a decision.

Deliberations in the
standing committees are confidential but it appears the Prosecutor General’s
request does not have much support. There is not much clarity about why he is
accusing the two ACA officials of abusing power, or of unauthorized spending of
budget money, or of spying on employees illegally.
