The women MPs in the Mongolian Parliament have introduced a new “Child Protection Service” project, which will be officially operational from 1st January 2016. In their presentation, they said that the, so called “gutter children”, who previously had not had the possibility of attending kindergartens would now have such a possibility. The “Child Protection Service”, would also make it possible for parents to be freer to seek employment. In the Mongolia, there are approximately 230,000 pre-school aged children; unfortunately, 80,000 of them do not have access to kindergartens. Most of these children live in the poverty-stricken “ger districts”. Because of the poor infrastructure, it is not possible to build kindergartens in more remote districts of Ulaanbaatar.

Under the law, one teacher will take care of five children. In order to be a kindergarten teacher, one must take a 14-30 day accelerated learning program about food hygiene and related issues. The other basic requirements are that the teacher must be a Mongolian citizen, 18-65 years old, in good health and good at connecting with children".
