The
Great Construction Program approved by Parliament calls for the following
measures to be taken to reduce centralization.

–         
Develop
Ulaanbaatar, regional centers, provinces and soums

–         
Create
a legal regulation for citizens coming to Ulaanbaatar

–         
Build
university campuses in regional centers, reduce pressure on universities
centralized in Ulaanbaatar, and decrease the number of students coming to the
capital city by developing regional universities

–         
Allot
additional funding to develop distant provinces and soums, support them with opportunities
for better banking, finances, loans and tax.

The program will be implemented between2010-2016.
