Spring session finishes

Regular spring session of
the Parliament of 2010 took a two-month break on Friday, July 16 which was six
days later than schedule. The last meeting of the spring session was attended
by 52 MPs.

The Parliament held a closed
meeting to discuss and approve a draft resolution on approving the concept of national
security. Then the MPs discussed the 4th conclusion from the Constitutional
Court and made a decision to approve it. The discussion of the 4th
conclusion was not held behind closed doors. It was about mining licenses.

At the closing meeting, the
Speaker D.Demberel noted that 67 percent of matters of agendas were completed.
The spring session discussed and approved approximately 130 draft laws and protocols.
Most notable decisions made by the Parliament during the session were Great
Construction and Mongolian livestock national programs and policies on railways
and exploitation of the Tavantolgoi coal deposit.

The Parliament and Government
made a budget revision to increase salaries of government employees and
pensions by 30 percent from October 1, 2010, and took an additional measure on
pensions and allowances for retired servicemen. According to statistics, the
minimum monthly wage is MNT 108 thousand and average pension is MNT 96
thousand.

The session also approved the
law on ensuring the stability of budget. In accordance with it, MNT 24 billion
is reflected in the budget to place for every soum some MNT 70 million in its
development fund. It is possible to increase the size of money to the soums”
fund by the next year”s budget, as MPs consider.

The Government plans to
construct 1100 km railways within 2012, run paved roads in Ulaanbaatar, supply
centers of aimags and other settlements with electric lines, and reduce smoke
in the city. All these works require MNT 2-3 trillion.
