Complaints
about maladministration in prisons are increasing. Recently, a prisoner convicted
of a serious crime was found working outside. In another case, the
administration of Amgalan’s prison No. 421 has been charged with using for its own
purpose MNT6.1 million that was due to a prisoner. Ts.Munkhbayar, director of the
Department of Prosecution Operation Monitoring of the Metropolitan Prosecuting
Authority, has told media that various irregularities were revealed during recent
inspection visits.
Prison
division 409 let a person convicted of murder work as a guard in
Songinokhairkhan district since November last year, even though such prisoners
are allowed to work outside the prison only after spending 30 percent of his
prison term without any complaints.
The
Metropolitan Prosecuting Authority paid 60 inspections and noted 589 irregularities.
In 224 cases they ordered prisoners’ legal rights to be restored. The investigation
discovered many cases where prison authorities violated rules deliberately.
Authorities
at Prison 421 of Amgalan did not pay 109 of the 115 prisoners released under
the amnesty law the MNT 7.1 million they had earned for their work. Those at Prison
409 used MNT38.9 million earned by convicts to pay employees’ salaries, and fuel,
heating and electricity bills.
The
prisons are funded by the budget, but the authorities seem to spend what is due
to inmates any way they wish. The inspections revealed that authorities of six
prisons altogether spent MNT47.6 million of the MNT89.7 million due to
prisoners, entering only 19.1 percent of their total income in the records.
