MPs
D.Oyunkhorol, N.Batbayar and R.Gonchigdorj have submitted to Parliament Speaker
D.Demberel a draft law about giving money to children. A law passed in May,
2006 entitled children under 18 to receive a monthly allowance from the state.
This was stopped when a decision was taken in November, 2009 to distribute
money to all citizens from the Human Development Fund. The discontinuation of
child money left many poor families in distress.

The three MPs
want universal payment of child money to resume without delay but have left it
to Parliament to fix the amount to be paid. All children under 18 will be
eligible.  The MPS hope this will
encourage people to have more children and raise family income. MNT 223.68
million is needed to give MNT20,000 every month to 932,000 children under 18
and this year’s budget will have to allocate MNT111.84 million for the scheme.
