At present, about 500 trucks, each carrying about 80-100 tons of coal, much above the capacity, use mostly unpaved roads to the Chinese border. This is a threat to environmental and traffic safety. It also damages the roads.
The minister wants paved roads to be ready by January 1, 2011.
