
Nationwide over 600,000 vehicles were registered but over 200,000 of these do not appear at nationwide vehicle technical check-ups and fail to pay tax. Moreover citizens are charged with fees to change vehicle registration plates whenever a vehicle is sold from one place to another. Officials say that the issues related to vehicle registration and titles will be solved when one standard is introduced that allows vehicle owners from both the city and countryside to have the same rules and standard registrations.
The issue is not yet solved although related agencies have agreed to change the rules on vehicle registration and titles. The issue is now under discussion to decide how to proceed.
The Traffic Police were formerly responsible for making and issuing vehicle registration plates, but since former senior officials of the Traffic Police created their own companies to make registration plates, it has become a lucrative business for some. Because of a lack of a centralized system the plates are issued randomly and are not issued sequentially. There has also been a business in purchasing special number series for vehicle registrations.
Even the Traffic Police are unable to estimate how many registration plates have been duplicated and vehicles owners themselves do not know how many different registration plates there have been for their vehicle.
Vehicle owners are not happy about the possibility in changing vehicle registration and title regulations, saying that changing all vehicle registrations and titles will only be beneficial to some people.
