The Standing Committee on National
Security and Foreign Policy agreed on Tuesday to establish consular services in
San Francisco, Osaka,
and Hong Kong. The day’s meeting was supposed
to discuss sending manpower to foreign countries but instead it reviewed the issue
of importing manpower. T.Gandhi who was scheduled to make a briefing was absent
and Finance Minister S.Bayartsogt answered members’ questions.

MPs said the original Oyutolgoi
investment agreement called for employment of 1,009 Mongolians in 2009 and of 4,331
more in 2010. Neither of the two figures has been reached. The Minister of Social
Welfare was asked to post on the Internet all information related to employment
related to the Oyutolgoi project. Ministry officials said they had discovered this
clause only recently.

So far this year 14,000
people have been registered to work in South Korea.
