The Standing Committee on
the State Structure had many questions to ask about proposed revisions to the
laws on inspection, nature and environmental protection, and on inspection and
quarantine of raw materials of animal and botanical origin at the border.
J.Sukhbaatar thought the
revisions conflicted with the established principles of state inspection and
was told by Ya.Sodbaatar, head of the State Inspection Agency, the idea was to
instill some method in all inspection work, so that different sorts of
inspection could use different approaches.
N.Enkhbold thought the draft
favored inspection without pre-defined objectives, but Deputy Prime Minister
M.Enkhbold clarified they were seeking to reduce overlapping among inspections,
following citizens’ complaints. In emergency situations, where lives of people
and the environment might be in danger, it could be necessary to carry out
inspections without clearly pre-defined objectives, he said.
