
The discussion jointly hosted by the Ministry of Justice and Mongol television is the first discussion.
The project is designated to talk about public opinions on draft laws before they are passed in parliament. The discussion is expected to continue further.
During the first TV discussion the audience complained a lot and changed many views on the Criminal Procedure Law which was passed in 2002 claiming the law is a revenge tool. Many so called victims who died, their family members who were suppressed and suffered because of law failure participated in the discussion.
Reports of construction and work zone accidents related to the lack of labor security have been popular in the city. But its victims and their families are unaware where to appeal and take compensation from. The Criminal Procedure Law of Mongolia has no definite mention of compensation for victims` emotional damages.
G.Oyunbold, a member of the working group on a new Criminal Procedure draft law said during the discussion that “the evaluation system to compensate property, emotional damages cannot provide the needs. The reason is the Criminal Procedure Law was passed in 2002. But the evaluation system is still governed by the А53 decree by the Executive Administration of Ulaanbaatar City People`s Deputy Khural from 1993”. MP J.Batzandan said “Human rights and press freedom concepts were first written on paper in Mongolia 22 years ago. But the law did not become effective in reality. Human rights are violated around us every day. Studies shows that crimes related to law failure reache 1700 a year. But victims stay without compensation. Therefore we need to attach civil views into new Criminal Procedure draft law.”
