A breakfast event for the opening of the Direct Democracy-Civil Participation program was held in Ikh Tenger Complex during the morning of 6th December.

President Elbegdorj Tsahia, Speaker Enkhbold Zandaakhuu, MPs and diplomats representing foreign countries to Mongolia participated in the event.

Before launching the program a 10 minutes documentary movie and photo exhibition were shown, which showed how Mongolians voted for Independence in the referendum on October 20 in 1945. It was approved by 100 percent of voters, with no votes against. The Democrats believe that the Direct-Democracy-Civil Participation was significant to the historical referendum where every Mongolian voted for Independence, literate people writing their signature while illiterate ones putting their fingerprints.

During the event some people received copies of archived rare documents that are the evidence of how their fathers and grandfathers were involved in the historical referendum.

The head of the National Central Archive of Mongolia, D.Ulziibaatar handed to President Elbegdorj a copy of documented evidence that a herder, Tsahia, (the president`s father), voted for Independence in the referendum in Zereg sum in Khovd aimag by writing his signature.

Parliamentarian P.Gonchigdorj was handed his father Radnaasumberel`s archived document, who was also a herder in Tsakhir sum in Arkhangai aimag.

More historical evidence were also given including parliamentarian Kh.Temuujin`s grandfather, a herder, S.Adyia, in Sergelen sum in Tuv aimag and parliamentarian Ts.Oyungerel`s grandfather, N.Chimid, in Erdenebulgan sum Khuvsgul aimag.

President Elbegdorj Tsakhia said that at that time 99 percent of 490,000 Mongolians of voting age took part in the referendum and approved it by 100 percent. It was a clear example of Direct Democracy-Civil participation.

The referendum was run on October 20th from 6:00 am to 11:00 pm. The results of the referendum was passed by horse relay stations in sums and transferred from sums to aimag and the city.
